Consultation Workshops for the development of Bhutan’s National MIL Strategy

The Bhutan Media Foundation (BMF), with facilitation from RTC Professional Service and funding support from UNESCO, organized three consultation workshops at the Thimphu Press Club as part of the development of Bhutan’s National Media and Information Literacy (MIL) Strategy. A total of 51 key stakeholders participated in the consultations.
- First consultation (June 23, 2025): Brought together 17 participants, including students, farmers, homemakers, self-employed individuals, private sector representatives, and out-of-school youth, to discuss digital media behaviors, community needs, inclusivity, and content sharing ethics and safety.
- Second consultation (July 1, 2025): Engaged 18 MIL practitioners from media, education, CSOs, ICT and multimedia, and monastic institutions to explore media usage habits, address misinformation, share best practices, and co-create solutions to strengthen MIL in Bhutan.
- Third and final consultation (July 2, 2025): Convened 16 stakeholders, including government officials, former members of parliament, and representatives from the telecommunications sector and internet service providers. Discussions focused on institutional and legal alignment, resource mobilization, and integrating MIL into national development plans.
Across all three workshops, participants emphasized the importance of culturally grounded approaches, strategic inclusion, integrating MIL into the education system, and supporting marginalized communities, underscoring the critical role of MIL in promoting Gross National Happiness.
