The final Validation Workshop for the draft National Media and Information Literacy (MIL) Strategy

On 19 November 2025, the Bhutan Media Foundation, with funding support from the UNESCO New Delhi Office, convened the final Validation Workshop for the draft National Media and Information Literacy (MIL) Strategy at Thimphu Press Club.

The Strategy, outsourced to Royal Thimphu College Professional Services and developed in close collaboration with the Department of Media, Creative Industry & Intellectual Property (DoMCIIP) under the Ministry of Industry, Commerce and Employment, Royal Government of Bhutan, aims to establish a coordinated, sustainable, and inclusive national approach to MIL in Bhutan, as recommended by National Council of Bhutan.

Building on the first workshop, the session brought together Hon’ble Members of Parliament from National Assembly of Bhutan and National Council of Bhutan, representatives from the Royal University of Bhutan, the DoMCIIP, the Department of Public Health under Ministry of Health, Royal Government of Bhutan, the Department of School Education and the Department of Education Programmes, MOESD, the Government Technology (GovTech) Agency, Royal Government of Bhutan, the Bhutan Centre for Media and Democracy, and Civil Society Organizations.

Their feedback helped sharpen recommendations, strengthen policy and institutional frameworks, and build broader national consensus on the draft strategy.

Since April 2025, the development of the Strategy has been informed by desk research, a nationwide online survey, stakeholder consultations, and a high school debate competition. Together, these efforts have shaped a comprehensive framework to advance MIL across Bhutan’s education sector, governance systems, civil society, and media ecosystem.
